Duties

This Supervisory Program Analyst (Senior Advisor) position is located Office of Legislative Affairs, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Prepares analyses with recommended actions, designs and prepares reports and research materials, and presents briefings to senior leaders on study findings and recommendations. Work and acquisition/allocation of resources is typically reviewed only at completion for success in achieving planned results. Leads special projects and other action groups that support organizational goals through special assignments, projects, and of studies. Represents TSA as a principal point of contact on the application of policies and procedures with authority to recommend positions, prepare and approve major reports, coordinate the implementation of laws, and develop briefings. Works closely with TSA program stakeholders (internal and external) to capture, refine, and document functional requirements/capabilities associated projects. Leads discussions, meetings and conference calls with administrative and technical personnel, other subject matter experts, and other agency officials. Interactions are to educate and advise; share information; investigate facts; present conclusions and recommendations; obtain concurrence on alternate courses of action; and to resolve problems collaboratively. Develops, implements, and coordinates responses for forums within area(s) of expertise. Provides oversight and prepares internal and external communications products in support of transportation security programs, including presentations, briefings, white papers, responses to senior leadership questions and issues, including communications and outreach at multiple levels of individual and government organizations, including White House, Congress, industry, and other Federal, State, and local government organizations. Performs a full range of supervisory/managerial duties in overseeing the activities and employees. Work includes complex operations, projects and/or programs based on the objectives of Legislative Affairs and TSA. Supervisory duties include planning; communicating the organization's vision and objectives; setting priorities; managing budget and assigned resources; assigning tasks and responsibilities; monitoring and evaluating performance of organizational components, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions, as appropriate. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization. Ideal Candidate Statement: The ideal candidate has excellent communication and program management skills, is a team player, has experience in assisting with the development of programs or systems to improve the performance of an organization, is capable of building strong relationships with internal and external customers, has the ability to understand and interpret data, and has experience with a wide variety of studies evaluating business processes and systems management. The ideal candidate is comfortable with public speaking and facilitating engagements.

Qualifications

To qualify for the SV- J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Experience recommending changes on administrative policies and procedures to improve operations. Experience serving as a senior advisor, providing advice and guidance on alternatives and resolutions to problems related to policies, budget and programs. Experience in written communication (i.e. presentations, briefings) and/or coordination with the senior leadership/management of other agencies or organizations (i.e. members of Congress). Experience developing, revising, reviewing and approving standardized operation procedures (SOPs). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
