This position is located in the Small Business Administration, OPPCFO/Analysis and Evaluation Divison in Washington, D.C. This position serves as an Economist for economic and regulatory impact analysis.
Duties
This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles.
To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated.
- Assists in managing the Agency's Regulatory Impact Analysis system under Executive Order (EO) 12866 and 13771 by conducting economic analyses of Small Business Administration (SBA) rules.
- Prepares research designs which are based on relevant economic theory, are methodologically sound and feasible with respect to data collection, and which are clearly tied to the intended policy analysis purpose of the work.
- Prepares narrative research reports which describe and assess the adequacy of methodology and data employed and discuss policy and regulatory implications.
- Advises senior leaders on how proposed regulations can be altered to achieve the regulatory objective while avoiding unnecessary costs to the economy.
Requirements

- Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
QUALIFICATIONS: GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector developing and overseeing regulatory impact and economic analyses through the management, synthesis, and analysis of large datasets.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled

Education
This position does have an education requirement in addition to the qualification requirement listed above. Education may not be substituted for experience for this position.
You must have one of the following to be found eligible for this position:
A. Degree: I have a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in economics that included at least 21 semester hours (31.5 quarter hours) in economics and 3 semester hours (4.5 quarter hours) in statistics, accounting, or calculus.

B. Combination of education and experience: I do not have a 4-year course of study; however, I have a combination of education and experience. Education must include courses equivalent to a major in economics, as previously described, plus appropriate experience or additional education. Examples of qualifying experience include:
- Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions, and report preparation; or
- Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
- Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
