This position is located in the Capital Asset Policy, Planning, and Strategy Service (CAPPSS), Office of Asset Enterprise Management (OAEM) in the Office of Management, Department of Veterans Affairs (VA) Central Office (VACO).

Duties
- The incumbent is responsible for supporting the implementation and ongoing operations of the SCIP initiative:
- Support implementation of SCIP in coordination with VA's Administrations and Staff Offices for the annual budget cycle.
- Address/support/resolve implementation issues which cross organizational lines within VA Administrations and Staff Offices.
- Participate in the development of a 10-year capital plan and strategic assessments for each facility beginning with the budget year with attention to needs over a 10-year period to reduce gaps between standards and current condition and location, backed by plans for corrective actions.
- Analyze action plans that will address VA initiatives including services for Veterans as well as the needs of women Veterans and homeless Veterans and consider initiatives regarding telehealth, renewable energy, greenhouse gas reduction initiatives, and core information technology upgrades; will include the best way to address issues of equitable access, life safety, security, workload,
space, facilities condition, and energy efficiencies affecting delivery of services to Veterans.
- Develop program specific guidance for developing capital asset plans and processes for investment review. Guidance will be issued for specific programs (e.g., non-recurring maintenance, enhanced-use, energy savings performance contracts, leasing, sharing, etc.) and will be compliant with directions from Office of Management and Budget (OMB), Government Accounting Office (GAO), and Congress.
- Support the mechanism for users to develop and present business cases for improvements that will meet existing and projected gaps to a VA SCIP Review Board.
- Produce a prioritized listing of VA capital projects consisting of major and minor construction, non-recurring maintenance (NRM) and leasing based on a primary set and subset of criteria and are Veteran-centric, results driven, and forward looking.
- Develop annual capital budget requests for OMB. Develop cost effective analysis, business cases, and VA capital program operating plans..This vacancy may be filled in Washington, DC; or a location to be determined.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as a senior level analyst and expert on programmatic matters of OAEM with a particular emphasis on the implementation of departmental major initiatives, specifically the SCIP process, ,construction program management and financial oversight, and as well as other real property capital planning initiatives. The SCIP initiative is a mechanism to prioritize facility investments through a 10-year plan with an improved capital investment process. It will provide a long-term strategic vision of VA's capital requirements including new construction and renovation, leasing, and one-time repairs, influencing the current budget year and outyears. SCIP's goal is to improve the delivery of services and benefits to Veterans, invest in VA's future and improve efficiency. It addresses gaps in service delivery, the problems of aging facilities that are in poor condition and the need to meet standards, as well as finding reuses for underutilized properties in VA's inventory.
