This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid- Atlantic Health Care Network (VISN 6), VA Medical Center (VAMC) Fayetteville, office of the Chief of Staff (COS). The purpose of this position is to serve as an advisor for the local VA Health Care System and affiliated Health Care Centers and Community Based Outpatient Clinics (CBOCs), providing strategic recruitment and retention analyses to health system leadership.

Duties

Assists in the development of innovative marketing strategies, advertisement, analysis of applicant credentials, recruitment, and retention of qualified, professional Title 38 Provider staff, while adhering to the confines of the VHA Enhanced Physician Recruitment and Onboarding Model. Represents the single point of contact for local provider recruitment and retention and is responsible for correspondence with the COS and aligned Service Chiefs in efforts to obtain staff capacity, budget, and desired need for services. Provides direction and guidance for Service Line Managers on issues related to applicable Title 38 occupations and assists with overcoming and resolving recruitment and retention barriers. Manages affiliate and facility Health Professions Trainee (HPT) recruitment programs. Coordinates on-site interviews and related activities such as developing itineraries and arranging tours. Participates in committees. Tracks recruitments to provide real-time reporting. Serves as the point of contact for the Fiscal, Credentialing, and Privileging (C&P), Occupational Health (OH), VISN Human Resources (HR) Security, Recruitment and Placement, and Compensation Teams concerning rules, regulations, and process guidance for recruitment, placement, and onboarding activities. Supports the COS and works in conjunction with HR to craft operational program guidance to ensure that recruitment/retention strategies are planned, developed, and implemented to identify, prevent, and correct Provider staff shortages. Reviews and analyzes workload data to make recommendations regarding resource utilization. Represents the VA Health Care System and serves as a liaison for all significant Physician recruitment events in the local community. Revises and evaluates collected data, compiling existing information and ensuring accuracy, and generating reports to make recommendations for targeting new applicants, hired/turnover rates, vacancy rates, and program outcomes. Accountable for developing, updating, monitoring, and analyzing performance measures. Stays abreast of the current recruitment program initiatives, and retention incentive award options (Education Debt Reduction Program, Relocation Incentives etc.). Assists with preparing documents related to the boarding process, new applicants, and directed terminations. Conducts and analyzes staff interviews, including exit interviews, to identify common issues and prepare reports. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/05/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Pay setting for Physicians, Dentists, and Podiatrists. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of management principles and organizational and administrative practices and procedures common to complex healthcare program analysis strategies; applying analytical and evaluative techniques relevant to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; managing a recruitment and retention program sufficient to accommodate the needs of the facility; utilizing incentives and other available resources to attract talented candidates; conducting surveys to delineate and initiate corrective actions; and/or qualitative and quantitative systematic evaluation of program effectiveness, mission, and functions to identify productivity barriers and make recommendations for improvement; knowledge of a wide range of methods, principles, requirements, work techniques and practices related to resource management and workload analysis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or an LL.M in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Physical demands are limited to walking, much of the work is sedentary and performed in an adequately lighted and climate-controlled office. Occasional travel may be required.
