The position is located in the Branch of Training, Education and Program Development (BTEP), Division of Policy and Program Development (DPPD), Office of Federal Contract Compliance Programs (OFCCP). The mission of BTEP is to oversee the development and implementation of OFCCP's Training Academy to improve the effectiveness of the agency's enforcement program through training and education. This position is Inside the bargaining unit.

Duties

Major Duties: Plans, designs, organizes, and executes/delivers a wide range of training courses for both new hires and veteran employees to increase the skills, productivity, and quality of their work. Initiates, plans and develops curricula (including course outlines and aids/materials) for formal training courses. Uses current software to design and deliver effective training course, including OFCCP's Learning Management System and other training development software programs. Develops and conducts training for new Investigators and veteran Investigators that focuses on skills needing improvement. Evaluates the effectiveness of training offered by OFCCP and provides alternative ideas if improvement is needed. Plans, develops, and evaluates experimental programs and pilots. Assignments often involve program innovations or modifications that result in the need to provide training to staff that will be using the new programs or products. Designs, develops and coordinates training and curriculum development and delivery activities with other federal, state, and local public and private organizations and the local public. OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Qualifications

You must meet the Basic Requirements listed in the Qualifications section and the Specialized Experience to qualify for Training Specialist, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST ONE YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. Individual Occupational Requirement (IOR) for Training Instruction Series (1712) as prescribed by OPM: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. -or- Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: - Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). - Supervising or administering a training program. - Development or review of training/course materials, aids, devices, etc., and evaluation of training results. - Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the Individual Occupational Requirement (IOR) above, applicants must also meet the specialized experience listed below. GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 level in or related to the work of Training, that provided the specific knowledge's, skills, and abilities to successfully perform the duties of Training Specialist. Examples of qualifying specialized experience includes: Developing and delivering training materials related to equal opportunity executive orders, laws, regulations, policies and programs and assessing the outcome of training efforts; Work experience communicating information (orally and/or written) regarding evaluations, interpretation of the laws, regulations and policies that govern equal opportunity programs; Work experience developing technical materials (i.e. scripts, presentations) for contractors and staff related to equal opportunity executive orders, laws and regulations.
