This position is located in the U.S. Department of Agriculture, Office of Safety, Security & Protection (OSSP), Office of the Director, Facility Protection Division (FPD). The mission of the OSSP is to coordinate and direct security related planning and operations, ensure effective communication among all USDA missions and agencies.
Duties
Performs the administrative and human resource management functions relative to staff supervised.
Develops, manages, and maintains the USDA Standard Physical Security Assessment Program.
Provides oversight upon the USDA's Enterprise Physical Access Control System.
Prepares, formulates, develops and implements USDA-wide physical security policies, standards and procedures.
Develops risk mitigation strategies to protect USDA facilities.
Oversight and supervision of the USDA National Capital Region (NCR) Physical Security Program and Electronic Countermeasures for USDA Facilities within the NCR to include the Headquarters Complex and George Washington Carver Center (GWCC).
Provides guidance to USDA Agencies towards development and adaptation of physical security plans and procedures for protection of USDA personnel, facilities, property, critical assets, and information.
Conducts security surveys, inspections, and compliance reviews.
Develops and presents informational briefings using a variety of media to effectively convey security information and concomitant requirements.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- This is a Special Sensitive position; therefore, as a condition of continued employment, the incumbent must successfully obtain and maintain a Top Secret SCI clearance.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:GS-15: One year of specialized experience, equivalent to the GS-14level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Director (Supervisory Physical Security Specialist) .For this position, the specialized experience is experience managing facility, asset security and personal safety and developing and implementing standardized security policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
