Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the educational requirements, you must meet the minimum grade-specific qualifications as described below: To qualify for the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level defined as providing legal counsel on technical and legal issues, developing and implementing strategic enforcement response, making policy and legal recommendations, briefing senior managers, working with other EPA offices, the U.S. Department of Justice, state and tribal partners and outside counsel in administrative and judicial enforcement proceedings. In addition, you need to have experience with all legal aspects of the federal criminal enforcement program, including researching and resolving legal and factual questions that arise during criminal investigations and prosecutions involving the federal environmental statutes, as well as other criminal offenses under the U.S. Criminal Code. The selected individuals will work directly with agents from EPA’s Criminal Investigation Division (CID) to develop cases and with the U.S. Attorney’s Office to draft complex legal memoranda, prepare discovery, indictments, plea agreements, search warrants, motions, trial briefs and other criminal litigation documents.  The individual may be appointed as a Special Assistant U.S. Attorney, and in that capacity may assist with grand juries, case negotiations, hearings, and trials for various environmental criminal cases on behalf of EPA. A candidate must possess superior legal research and writing skills, strong verbal communication skills, and excellent analytical skills, and must work well as part of a team, and should have experience in negotiation and litigation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You must:

(1) possess a J.D. or LL.M. degree from an accredited or pre-accredited college or university or equivalent apprentice experience as allowed per state law; and

(2) be duly licensed and authorized to practice as an attorney under the laws of any state, territory of the United States, or the District of Columbia; and

(3) be an active member of the bar of any U.S. jurisdiction in good standing. (NOTE:  Bar membership is not required at the time of application, but you must be admitted to the bar before entry on duty.)
