This position is the Division Collection Operations Manager (DCOM) assigned to the Field Intelligence Directorate (FID), Office of Intelligence and Analysis (I&A), U.S. Department of Homeland Security (DHS) in one of four geographic regions.
Individuals selected for these positions will be expected to relocate in FY26 - FY29. Salary will be based on current duty station until relocation occurs.
Duties
This position supports division-level planning and mentors field staff on overt human intelligence collection and debriefing. The incumbent will maintain expertise on one of I&A's four functional priorities--counterterrorism, cyber, nation-state, or transborder threats--and serve as the collection integrator for a Nationwide Functional Team (NFT) focused on these topics.
Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Overnight Travel of 1-5 nights per month may be required
- Individual must sign a Mobility Agreement
Qualifications
To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.?
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is defined as supporting ongoing or emerging substantive intelligence collection and dissemination activities in any established specialty area. Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and collection methods in support of homeland security.? Additionally, such experience could be gained from:
Working with State and Local partners to create and information-sharing environment between them and the National Intelligence/Law Enforcement community.
Providing processes to identify trends, patterns, and anomalies in terrorist operational tactics.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
