This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Office of Partnerships, Field Intelligence Directorate (FID).
The incumbent will remain at current duty station and will be expected to relocate beginning in the FY26-29 timeframe.
Duties
The primary purpose of this position is to serve as the Division Director for geographically dispersed I&A intelligence professionals assigned to State and Major Urban Area Fusion Centers (Fusion Centers) and other strategic locations across the United States.
The incumbent will develop and manage division-level strategies, priorities and relationships and will ensure connectivity across the field and with I&A Headquarters. Division Directors will also ensure field-wide implementation of engagement, collection, and analysis plans developed by the Nationwide Functional Teams. The Division Director manages and directs a field-based division headquarters staff and two to three regions of approximately 35-45 I&A field officers. The field officers support fusion centers, state, local, tribal, territorial, and private sector partners (SLTTP), and DHS Components, by providing national-level intelligence support and information sharing, as well as guide the management and implementation of the intelligence cycle, in accordance with applicable laws and DHS and Intelligence Community policies and guidelines. The Division Director is also responsible for integrating I&A activities with DHS and Intelligence Community component partners and leads efforts to integrate field intelligence activities with I&A priority intelligence needs articulated in the Operating Directive and Program of Analysis, in coordination with DHS Mission Centers, the Office of Collection and the Transparency and Oversight Program Office.

Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Overnight Travel of 1-7 nights per month may be required
- A mobility agreement is required
Qualifications
To qualify for the maximum GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service.
To qualify for this position, you must have one year of specialized experience which is defined as providing leadership to intelligence professionals aligned with State and Major Urban Area Fusion Centers (Fusion Centers) and advocating for Fusion Center information needs with law enforcement and intelligence organizations. Such experience may include:
- Develop and recommend procedures for evaluating the information holdings of state and local partners, to include non-traditional sources of information residing in State and Local governments.
- Ensure compliance with statues and regulations for handling classified information, intelligence oversight and third-party access and release form a fusion center.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
