You will serve as a PROGRAM MANAGER in the CVN Program Office (PMS 378) in the Program Executive Office for
Aircraft Carriers (PEO Carriers) of PROGRAM EXECUTIVE OFFICE CARRIERS.
Duties
You will be responsible for CVN 78 Class Program Office acquisition and contract planning, interpretations, negotiations, discussions, working groups, and in advisory capacities to present and defend acquisition and contractual matters.
You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
You will provide goals, objectives, program and general guidance for operations consistent with higher level framework/guidance and identify requirements and defines scope of projects which comprise the overall acquisition program.
You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter: financial, contractual, programmatic, or other program office focus areas.
You will develop and implement overall program requirements based on new or revised legislation and analyze and evaluate effectiveness of program requirements throughout the lifecycle.
You will make determinations on resources to accomplish program objectives and applies technical expertise to various levels of operations. and advise on distribution of work and priorities of efforts.
You develop and implement improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analyst, and lead efforts for these studies and analysis.
You will identify and facilitate potential solutions and evaluates technical, cost, and schedule implications of each viable solution.
You will direct and evaluate complex studies and develops new methods and procedures to measure program results, and effectiveness, and recommend course of action to senior stakeholders.
You will perform program reviews and recommends improvements to production and programmatic deficiencies, and review and prepare program documentation to determine appropriate changes or corrective actions.
You will coordinate group efforts and consolidates findings into a proposed product. Develops and delivers briefings to senior stakeholders.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "leading the development or implementation of acquisition life cycle strategies for a surface ship, ship system or weapons system program."
