You will serve as a Management Analyst in the Office of Assistant Secretary of the Navy, (Financial Management & Comptroller) of the Department of the Navy.
Duties
You will independently plan and administer human capital management programs and collaborate with internal and external stakeholders to accomplish these goals.
You will organize, and review staffing plans and assist managers/supervisors on achieving an optimum balance of resources and talent.
You will lead and contribute management studies that develop customer specific options and assess the effectiveness of interrelated and independent management programs and operations through review and analysis of program outcomes.
You will coordinate, process, and track all civilian personnel actions, initiate requests for personnel actions, analyze workforce management processes and procedures to make improvements, establish, build, and retain a talent pool.
You will conduct screenings and initial interviews to assess candidates' qualifications, skills, and potential fit for the program.
You will be responsible for developing and implementing strategies to manage the organization's talent, track workforce demographics, and measure the effectiveness of talent management programs.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience preparing studies concerning the efficiency and effectiveness of management operations.
- Experience utilizing recruitment strategies, sourcing techniques, and candidate assessment methods to recruit for qualified workforce.
- Experience developing and conducting trainings.
- Experience developing strategic planning guidance for large organizations.
- Experience developing, implementing, and reviewing processes and procedures necessary to monitor organizational effectiveness and efficiency.
