The Accountant position is located in the Department of Administrative Services (DAS), Financial Management Office (FMO), Financial Operations Division (FOD), Payment Management Branch, Tax Reporting Section. The FMO is responsible for financial management for the Federal Judiciary including accounting, reporting, and investments.
Duties
This position will report to Chief of the Tax Reporting Section (TRS) in the Payment Management Branch, Financial Operations Division (FOD), Financial Management Office (FMO). The FOD is seeking a self-motivated experienced Accountant to join its team. The TRS serves as the primary focal point for the Judiciary's tax reporting to the Internal Revenue Service (IRS) and recipients, and enforcing compliance of all tax regulations including international wire payments. The incumbent will serve in key areas such as verification of data, compliance, and meeting established deadlines set by IRS.
The duties of this position include, but are not limited to:
Reviewing, updating, and ensuring tax compliance for the judiciary, including foreign and domestic vendors tax withholding, completion of IRS forms 1099, 945, 1042, 1042-S, W-9, W-8, and CP2100 notices.
Preparing and executing the Information Return reporting (i.e., 1099s) for the judiciary, including the analysis of reportable transactions, verification of data, reconciliation and validation of the payee and amounts, the preparation and submission of the returns to the recipient and the IRS, including any corrections required.
Reviewing and coordinating the disbursement of all international wire requests; and ensuring the appropriate tax withholding and reporting requirements are applied and recorded.
Reviewing, analyzing, and reconciling payment and tax related data, identifying discrepancies, and taking corrective actions.
Managing relationships with different parts of the organization and external stakeholders pertaining to tax payment management matters.
Developing tax related reports from accounting system of record, Enterprise Data Warehouse, and other sources; and producing reports or data requested by senior management.
Researching, analyzing, and identifying tax related modernization opportunities; and providing actionable recommendations to management.
Providing guidance on international payments, Tax forms (1099, 1042S, etc.), notices, withholdings to courts and Administrative Office program offices; and responding to questions and inquiries received by the Help Desk.
Supporting and executing TRS' functions and mission.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experiencewhich is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Knowledge of generally accepted and federal accounting principles, standards, and practices, including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals;
Knowledge of the theories, concepts, principles, and practices of accounting and financial management involving interfaces and inter-relationships between programs, systems, functions, and policies;
Knowledge of the principles, practices, and methods of financial management, including requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines, and other federal financial regulatory requirements; and
Experience reviewing, analyzing, and reconciling payment data, identifying discrepancies, taking corrective actions, and reporting information returns to the Internal Revenue Service (IRS).
Education
Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:
(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. TRANSCRIPT REQUIRED
(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination. TRANSCRIPT REQUIRED
(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
