This position is located in the Department of Health and Human Services, Administration for Children and Families, Administration for Native Americans (ANA)-Division of Policy, located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 150 applications have been received, whichever happens first.**

Duties

Incumbent is responsible for performing project type assignments. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of program operations. Incumbent research complex ongoing and projected programmatic activities. Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings. Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions. Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization. Formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership. Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems. Prepares comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals. Conducts data gathering using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Formulating and/or implementing management policies and procedures for a variety of cross-cutting program operations ensuring legislative and regulatory compliance specific to Native American programs. Conducting quantitative and/or qualitative analysis to identify program trends and areas of weaknesses and develops reports for use by management. Reviewing Native American program effectiveness to inform policy and operational decision-making. Identifying program challenges and formulating a possible course of action to improve the effectiveness, efficiency, and or productivity of work operations and organization initiatives. Coordinating program activities and lead projects in support of administrative and management operational guidance to ensure organization objectives are achieved. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
