About the Position: This position is located at Fort Riley, Kansas. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Counsel military personnel from all branches of the uniformed services, retirees, and the families of those being processed through the Army Physical Disability Evaluation System (APDES) on their rights, benefits, privileges, or obligations. Coordinate evaluation appointments. Provide information and advice on rights and benefits of uniformed services personnel, retired permanently or temporarily, or discharged for physical disabilities with or without severance pay, and their options. Refer personnel to appropriate agencies to obtain counseling/guidance on benefits. Make entries and update the appropriate databases as cases progress through the APDES. Analyze available data using various statistical analytic tools. Provide reports, briefings, training, and responds to inquiries.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Incumbent must successfully complete the 6I-F4/340-F3 training and certification course within 180 days of their appointment and annually thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes counseling personnel on benefits, advising personnel in all phases of a medical evaluation process, and using automation equipment to update databases for missions, organizations, programs, and requirements of health care delivery systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
