You will serve as a FINANCIAL MANAGEMENT ANALYST in the CONTRACTS & ADMINISTRATIVE DIVISION, LIFTING & HANDLING DEPARTMENT of PSNS and IMF.

Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of organization's financial management of programs and administrative operations.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector compiling, analyzing and summarizing financial and/or budgetary information to resolve financial management and audit readiness issues in compliance with program goals, applicable policies, regulations, and procedures for a financial management program.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related to the position.
