You will serve as a Supervisory Financial Management Analyst, GS-0501-13 in the Planning and Administration Support Branch located within the Information Technology and Cyber Security (IT & CS) Department, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF).

Duties

You will begin all responsibility statements with 'You will'; each field should have no more than one sentence; list the responsibilities in a logical order; and avoid using federal or military jargon. 250 Characters. You will apply budget and office support services and interpret laws, rules and regulations. You will implement new methodologies, work practices and processes to remain compliant with Federal, Dod, DON, and NAVSEA goals. You will assist program managers and subordinate employees in interpreting the impact of, and planning for, multi-year financial/budgetary and program changes. You will assign regular and special workload/projects to subordinate employees ensuring that requirements are met. You will brief management on the statistical justification for requested funds and the nature of the testimony to be given to fund granting and approving officials. You will identify and resolve conflicting program and financial/budgetary objectives. You will analyze problems and take corrective action to improve quality of work for the operating effectiveness of the Branch. You will ensure maintenance and effectiveness of Affirmative Action and Equal Employment Opportunity Programs. You will resolve budgetary work problems presented by subordinate employees. You will advise the CIO on the submission of requests and justification for additional funding, labor and non-labor funding requirements, and the distribution of funds to programs within PSNS and IMF, IT and CS. You will identify and track the development and training needs of employees and arrange for needed development and training.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain a current Financial Management Certification, Level III
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must obtain and Maintain qualifications in accordance with the Cyber Workforce Qualification and Management Program, and supporting DON policies, for work role 802 proficiency level I within 9 months of appointment.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector leading others, using various financial management systems, identifying changes in financial policies or procedures, or applying or adjusting financial plans in accordance with laws, rules, and regulations to attain organizational budgetary goals.
