This position of Health Professions Education Analyst is nationally standardized and received guidance on and oversight of program requirements from the VHA, Office of Academic Affiliations (OAA). This position is supervised by the Associate Chief of Staff of Education. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHAs academic mission and OAAs strategic plans.
Duties
The position is responsible for:
Technical work required for HPE programs including disbursement agreement (DA) administration used for payment of salary and benefits to educational institutions
OAA special purpose funding
VA paid HPTs
Educational costs and/or housing contracts
OAA reporting
OAA audits - regular and annual
Local OAA requirements for OAA resources
This position determines potential or actual fraud, waste and abuse along with conflicts of interest
This position is responsible to enact process changes with OAA, affiliate staff, facility leadership , clinical services and finance service by drafting SOPs, developing and administering training for staff and advising on HPE regulations
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

GS-11 REQUIREMENTS:
Time-In-Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Understanding academic levels including graduate, undergraduate, post graduate, students, interns, externs, residents, fellows and pre- or post doctoral fellows
knowledge of health care delivery systems
Ability to use Microsoft office
Ability to use Adobe

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph. D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such degree OR LL.M if related.

There is no educational substitution at the GS-12 level.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This position is sedentary although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations or to observe staff and trainees in their work environment, including inpatient clinical areas. This position will utilize a desk and computer, may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
Work Environment: This work is usually performed in office settings within a clinical environment. This position may sped time in clinical areas of the facility to ensure coordination of schedules, attend meetings and facilitate program effectiveness. Occasional travel to the VISN office, other VAMCs and the academic affiliate may be required.
