Group Practice Management Service Line at Edward Hines, Jr. VA Hospital is seeking an employee to be temporarily detailed to serve as the acting Group Practice Manager for a period up to 120 days (may be extended based on need).

Duties

This position is located within a Veterans Health Administration (VHA) Medical Center (VAMC) at the Department of Veterans Affairs (VA). The primary purpose of the Ambulatory Care Operations Director- Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The ACOD-GPM is responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model. The ACOD-GPM is responsible for supporting high quality, accessible, cost-effective health care services. The ACOD-GPM is also responsible for ensuring a high-quality patient experience for the Veteran, by acting on feedback from the Veteran, his or her family and/or significant others, VAMC employees, and expert clinical staff. In addition, the ACOD-GPM works with the VAMC pentad to develop strategic plans for the facility as it relates to access to care. The ACOD-GPM measures and assesses clinical business activities with an emphasis on improving clinical product line performance. Central to the ACOD-GPM's purpose of ensuring an exceptional Veteran patient experience is the development, standardization, implementation, and sustainment of key operational/business processes, including scheduling practices, to ensure efficient and effective management of the clinic. The ACOD-GPM will identify and implement improvements to optimize clinic management processes, access strategies, and "make-buy" decisions through an in-depth analysis of in-house and non-VA provided care. The ACOD-GPM reports to the Chief of Staff. The ACOD-GPM is responsible for regularly presenting key management indicators to the Executive Staff. The ACOD-GPM continuously evaluates the current outpatient services model within their VAMC, VISN and throughout VHA to propose national access changes that will result in extensive changes in agency policy. He/she makes VAMC, VISN and national recommendations which will obligate or dedicate substantial VHA resources. Work Schedule: Monday - Friday 7:30a- 4:00p Compressed/Flexible: Not Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Health systems or related degree and experience in data analysis. Proficiency in spoken and written English. Experience accessing databases and running reports (such as VSSC) to look at performance metrics and document/describe trends. Experience using software to aid. Familiarity with continuous performance improvement concepts. Experience implementing and certification in continuous performance improvement methodologies preferred. Customer service experience. Experience coordinating work amongst diverse sets of stakeholders preferred. PREFERRED EXPERIENCE: Experience with and ability to use VA data sets/repositories AND interpreting and using the data. Experience with project management/change management - shepherding groups through changes. Excellent written and verbal communication skills. Experience in a clinical environment Experience with clinic management. Clinical, statistical and decision support experience. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
