The primary purpose of this position is to supervise and implement a Performance Improvement Program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center including Lean, Six Sigma, Coaching, Project Management, Strategic and Facility Planning and Training.
Duties
Plan and evaluate work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work
Supervisory Redesign Coordinator will:
Prioritize major work efforts toward process improvement
Evaluate the performance of System Redesign staff
giving advise, counsel or instruction to subordinates (direct reports) on both wrok and administrative matters
completing all Human resource actions including recruitment, employee relations and any other items that may arise
provide training to direct reports by providing and/or arranging for needed development and training of staff
find ways to improve production or increase the quality of work directed
Develops performance standards for subordinate employees
Analytics and Project management
Organize, direct , control and coordinate group activities in a timely and effective manner
Conducts work in analyzing data and conducting background research on the issue
pulls, isolates and manipulates data to identify root causes or an issue
Utilizes data to define goals and a scope through a collaborative process with subject matter experts, leadership, service line/program and unit level
Utilizes multiple tools from Lean Six Sigma, Lean VA-TAMCCS and other performance improvement disciplines to further define the current state of the process.
Identifies various solutions and approaches and when necessary further leads them through prioritizing exercises with tools like affinity diagrams, PICK charts and multi-voting.
Internal Consultation for System Engineering
Identifies and provides for management development and training needs of key staff members
provides timely and responsive decisions to union(s) and their members on complaints and grievances and ensures that supervisors are familiar with the negotiated agreement
Participates in and facilitates transformative quality, safety, effectiveness and efficiency improvement efforts
Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center.
Facilitates, coaches and trains audiences at all levels of the organizations throughout the life cycle of a performance improvement project.
Identify metrics performing below benchmarked standards or falling below the upper or lower control limits of a statistically controlled models such as SAIL.
Plans and conducts studies directed at reducing errors due to cognitive overloading and human-computer interaction failure.
Aligns identified metrics to known organizational priorities such as VA/VHA/VISN/Facility strategic or operational plan.
Develops local data metrics and dashboard to monitor projects in progress or performance benchmarks of a project that is awaiting a charter or formal decision from executive leadership for action.
Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency, effectiveness, productivity and tangible benefits.
Educator
Provides instruction to others on Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring.
Develops written and verbal teaching materials
Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization
Responsible for leading the team through development of control strategies, to ensure project solutions are sustained after the project lifecycle.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Basic - Individual Occupational Requirement:
Education: Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience:Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-13 grade level in this occupation.
Specialized Experience - GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in positions that required collaboration with clinical teams and comprehensive knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices such as Lean and Six Sigma, along with industrial and qualify engineering principles and concepts;
skill in applying advanced qualitative and quantitative techniques; experience in positions that required extensive knowledge of the characteristics of the health care delivery systems, intra and interdepartmental relations, and agency operations and programs;
comprehensive knowledge of agency administrative practices such as correspondence control, office processes, regulations, and rules;
ability to investigating issues, analyzing problems, and presenting both written and oral recommendations; and
advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers.
Preferred Experience: Six Sigma Certification strongly preferred. Green belt certification at a minimum, Black belt certification highly preferred.
There is no educational substitution for the GS-13 level.
