You will serve as a Supervisory General Attorney for the US Small Business Administration, COVID EIDL Loan Servicing Center - CESC in Fort Worth, Texas. This position provides legal services for the COVID Economic Injury Disaster Loans, Loan Servicing Center, (CESC) and is responsible for prompt, effective, and efficient performance of professional legal services. The position serves as Counsel to the COVID-19 EIDL Service Center (CESC) located in Fort Worth, TX.

Duties

As a Supervisory General Attorney at the GS-0905-13, some of your typical work assignments may include: Providing technical and administrative supervision to staff. Planning and implementing ways to improve production and increase the quality of the final work product. Providing attorneys with daily guidance; monitoring and providing feedback on quality of work and training. Monitoring the attorney's reviews of financial documentation, analysis, and opinions. Serving as legal advisor to personnel on all aspects of loan-making, servicing, liquidation, litigation, and procurement matters. Studying breach of contract allegations and contract enforceability concerns for administrative wage garnishment hearings. IMPORTANT NOTES: This is a Temporaryposition in the Excepted Service with a full-time work schedule. This Temporary position is for less than one year NTE with the potential to be extended indefinitely or made permanent at SBA management's discretion. Mandatory Overtime: This position may be called upon to assist with disaster recovery, which may require extensive overtime and travel.   • Current and active member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico, and eligible to practice law.

Qualifications

APPLICANT MUST ADDRESS BOTH BASIC AND ADDITIONAL QUALIFICATION REQUIREMENTS STATED BELOW TO BE CONSIDERED. Basic Qualification Requirements: Applicant must be law school graduates with LL.B. or J.D. degrees AND applicant must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. For more information on how foreign education is evaluated, click on this link Additional Qualification Requirements: Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-13: Applicant must have at least two (2) years of professional legal experience after admission to the bar, one (1) year of which was at a level of difficulty comparable to the next lower grade or equivalent to the GS12 in the Federal service; OR One (1) year of professional legal experience after receiving a Scientiae Juris Doctor degree (Doctor of Juridical Science degree). In addition, this Specialized Experience must demonstrate ALL the following: Leading or supervising projects or a team of employees; AND Communicating orally to senior management officials and a variety of individuals authoritative legal analyses, advice, and assistance; AND Reviewing home and/or business loan documents or legal sufficiency and compliance with applicable regulations and guidelines; AND Conducting research which includes analyzing and resolving legal and policy issues and communicating matters using written communication and/or presentations; AND Drafting legal memoranda, legal opinions, regulations, pleadings, motions, briefs, and other legal documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
