About the Position: This is a Supervisory General Attorney, GS-0905-14 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Office of Counsel. This is a permanent and full-time position and will be located in Fort Worth, TX.

Duties
Serves as full deputy to the District Counsel and, as such, participates thoroughly in the accomplishment of overall office activities and objectives.
Incumbent has full authority to function independently as the Deputy District Counsel.
As principal assistant to the District Counsel, shares full responsibility for and participates in all legal and administrative functions and in the management of all activities of the Office of Counsel.
Reviews work of subordinates, determining legal sufficiency, conformance to policy, and general soundness of legal conclusions.
Shares with the District Counsel professional responsibility for the work of all attorneys supporting the district’s environmental, project management, civil works and planning, contracts, labor, and real estate missions.
As the full deputy to the District Counsel, represents the District Counsel in meetings, conferences, etc., when the District Counsel is unable to attend.
Trains Office of Counsel personnel on work methods and procedures.
Supervises assigned legal staff, including setting performance standards and reviewing performance.
Provides legal services for special missions, projects, and undertakings relating to all areas of District involvement.
Renders legal advice, assistance, and support to all organizational elements of the district on the complex and difficult legal matters involving unique/novel questions of law, difficult legal or factual issues, very large sums of money.
Provides the District's response to matters of civil litigation arising from the projects, programs and missions under the district’s jurisdiction.
In the field of contract formation and administration, including claims and appeals, incumbent analyzes and evaluates facts, and determines questions of law.
Provides the full range of legal advice and representation to the Civilian Personnel and Equal Opportunity offices.
Provides legal support for accomplishment of the regulatory permit program of the Corps of Engineers.

The following minimum qualification requirements must be met before applicants are eligible for further consideration:
Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.
Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience: An applicant must have more than three years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
Time in Grade Requirement: If currently employed as an attorney by the Federal Government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

2. Knowledge, skills and ability to directly supervise non-attorney staff and assist in supervisory oversight of attorneys.
3. Knowledge, skills and ability to oversee delivery of legal services in all Corps mission areas (to include contracts, real estate, fiscal, FOIA, and torts).
4. Knowledge, skills and ability with respect to areas of law such as federal authorities, fiscal law, and federal contract law.
5. Ability to communicate effectively orally and in writing.
Education
