This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division of National Health Service Corps, Scholarship Branch. The duty location for this position is Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
Major Duties
As a Supervisory Management Analyst, you are responsible for providing expert advice using advanced management and organizational skills and managing complex and sensitive issues.
Your major duties and responsibilities include:
Developing procedures and systems for assessing the effectiveness of Branch programs/management processes.
Reviewing and evaluating established policies to determine appropriate changes to improve efficiency of current operations.
Analyzing and evaluating, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives.
Representing the Division Director/Deputy Director/Branch Chief, and the Associate Administrator on top-level program planning and policy development matters with international and national organizations, institutions, and universities.
Evaluating agency wide programs against short- and long-term objectives, serving as a member of committees or task forces that develop new short and long-term goals and objectives.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
1. Using qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs, including preparing a summary of findings and recommendations for areas of improvement to management.
AND
2. Developing detailed plans, objectives and strategies for the long-range implementation and administration of programs and/or developing criteria for evaluating the effectiveness of programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
PROGRAM MANAGEMENT - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities.
