The primary purpose of this position is to serve as a Human Resources Advisor w/responsibility for research, development, planning, organizing, and recommending new and innovative corporate policies, practices and processes for HR programs for HQ in conjunction w/providing expert management advisory service in an area of HR Management.

Duties

1. Incumbent serves as expert HR specialist/advisor for all of HQ AFMC while performing civilian personnel and manpower liaison duties for HQ AFMC. 2. Develops and recommends programs and processes to achieve strategic goals and objectives for HQ AFMC. Provides staff support in the areas of personnel management and organizational manning. 3. Performs program evaluation of a full range of HR programs at command and wing/installation level and develops and executes improvement/enhancement plans. 4. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command. 5. Manages and serves as HR advisor/specialist and trusted agent for the Civilian Performance Program. Manages the Civilian Performance Program for HQ AFMC.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience includes that I have or will have within 120 days of closing of this announcement, 1 year of specialized experience is at the next lower pay band (NH-02), equivalent to the next to lower grade (GS-11) or equivalent in the Federal service. Specialized experience is the ability to conduct, lead, and/or participating in studies to improve Human Resource programs; innovate policy, direction and guidance for the development of human resources management while providing management advisory services regarding human resource management areas; ability to provide expert experience in organizational development; civilian manpower and personnel systems; able to communicate effectively orally and in writing. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. 2. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex human resource management processes and systems. 3. Expert knowledge of civilian personnel related regulations, programs, missions, and functions to analyze and determine human resource plans, programs, and initiatives to support customers' current and future requirements. 4. Expert knowledge of organizational structures, functions, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives. 5. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 6. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
