The primary purpose of this position is to exercise second level supervisory and managerial authorities as Chief of Plans and Requirements. Administers Civilian personnel programs such as community outreach, workforce/strategic planning, VERA/VSIP etc. and any other applicable personnel program in accordance with governing OPM, DoD, USAF, MAJCOM, and WPAFB regulations.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Plans, organizes, and oversees the activities of Plans and Requirements. Develops goals and objectives that integrate organization and Civilian Personnel objectives. Represents the Civilian Personnel Section with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with serviced employees and all levels of management. Serves as technical expert on special projects and initiatives. Performs special assignments, including researching and determining/recommending appropriate action on issues that impact the organization, installation, and/or command.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in directing work activities through subordinate supervisor/lead positions with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis. Exercises control over the organizational element by providing direction, planning, and leadership for assigned subordinate personnel. Provide supervision for the development of Center policy and guidance over personnel management programs concerning position management, classification, recruitment and retention, compensation, employee relations, affirmative employment, awards, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of civilian personnel functions and organizations and occupations serviced by the Civilian Personnel Section. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
