The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AFMC/A1KK, Personnel Programs Branch.

Duties

Plans, organizes, and directs the activities of Personnel Programs Branch, ensuring that the branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Personnel Programs Branch and, as required, the Personnel Support Division, with a variety of Headquarters, installation and functional area organizations. Leads or participates in various HQ AFMC or HQ USAF teams addressing a variety of special projects or initiatives relative to affirmative employment, classification, manpower and resources management. Make recommendations to improve effectiveness, correct noted deficiencies, and ensure compliance. Identifies resources needed and establishes milestones and goals.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience with laws, rules, regulations, executive orders, policies, and concepts governing various federal disciplines associated with personnel management programs concerning position management, classification, recruitment and retention, compensation, employee relations, affirmative employment, awards and providing effective solutions to support organizational goals and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of DoD, USAF, AFMC, and Headquarters mission, functions, processes, policies, and objectives; how those interrelate with other program areas, and knowledge of the regulatory framework in which civilian personnel operates. Comprehensive knowledge of personnel functions, e.g., position classification, resource management, pay, and budget policies, etc., as well as knowledge of interrelated personnel specialties, e.g., staffing, employee relations, and labor relations. Knowledge of safety and security regulations, practices, and procedures. Substantial skill in analyzing a wide variety of work force data to provide recommendations for improving the human resource management program. Demonstrated skill in both written and oral communication to present critical issues and Executive level recommendations. Ability to plan, lead, organize, manage, direct and supervise a staff of technical specialist in a variety of specialties. Ability analytically project impacts on civilian personnel programs and effectively integrate functional components of personnel management. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
