The Fargo VA Health Care System is recruiting for 1 full-time Supervisory Social Worker for Primary Care under the Social Work Service Line.

The incumbent provides supervision to Social Workers assigned to the Fargo VA Health Care System which may include GS-9/12 Social Workers and other non-social work professions. The position will supervise social workers and non-social work staff at the Fargo VA campus and Community Based Outpatient Clinics (CBOC) in North Dakota and Minnesota. The position reflects the diversity and flexibility that is required to provide quality Social Work and Mental Health services at the Fargo VA Health Care System. The incumbent monitors the efficiency, effectiveness, timeliness, and quality of Social Work services offered within assigned area. The incumbent develops and maintains accurate functional statements and performance standards, provides ongoing supervision, and supports and directs staff in understanding the needs and complexities of the VHA healthcare delivery plan.
The incumbent monitors workload activity, oversees Veteran referrals and consults, ensures appropriate coding of encounters, and monitors clinic utilization. In addition, the person in this position provides a wide range of supervisorial duties which include clinical supervision and consultation, negotiation with other departments, and quality improvement. The incumbent directly supervises the practice of staff assigned to his/her section, including orientation and close monitoring of new or less experienced staff. The incumbent provides Social Work coverage for areas where service gaps exist.
Duties include, but are not limited to:
- The Supervisory Social Worker completes psychosocial assessments, and social work medical record documentation including Clinical Reminders in accordance with Fargo VA Health Care System policies and guidelines. The incumbent is responsible for ensuring assigned staff is knowledgeable regarding appropriate medical record documentation and documentation is completed in accordance with Fargo VA Health Care System policies and guidelines.
- Supervises a group of employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
- Performs the administrative and personnel management functions relative to staff supervised. Observes workers' performance; demonstrates and conducts work performance critiques including competency assessments, performance appraisals and Scope of Practice. Provides informal feedback on a consistent basis to promote the professional development of assigned staff. Develops work improvement plans, recommending personnel actions as necessary.
- Reviews and approves or disapproves leave requests. Responsible for
staffing/coverage in assigned areas. Incumbent provides patient care coverage when necessary to ensure that absences do not negatively impact patient care.
- Works to resolve informal complaints and grievances. - Supports adherence to the standards of Social Work Practice as outlined by VHA Social Work and contributes to the facility Social Work Practice Council.
- Provides input to the distribution and management of Social Work General Post funds and budgetary issues presented to the Social Work Service management team. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements.
- Communicates consistently with the Social Work Executive regarding overall management of assigned program areas and supports the strategic plan of the facility and VHA.
Work Schedule: Monday-Friday, 7:30 a.m.-4:00 p.m. or 8:00 a.m.-4:30 p.m.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-13 Supervisory Social Worker
Experience/Education. One year of experience equivalent to the GS-12 grade level, which is defined as: Independently organizing work, setting priorities, and meeting multiple deadlines; Working knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement; Ensuring provision of clinical social work services; Providing staff training and development; Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs (document with written demonstration of KSAs must be included with application, see required documents section):
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
