The GS-14 Social Work Executive is established at facilities that do not have a chief social work service. In facilities with care/product lines, the social work executive is the highest-level professional position at the facility with responsibility for the professional practice of all facility social workers and provision of social work services. The Fargo Social Work Executive is the care line manager of the Social Work Department and has over 60 FTEE reports within the department. There are several VHA special initiative programs in the Social Work department, including the Healthcare for Homeless Veterans, Caregiver Support Program, Military 2 VA Program Intimate Partners Domestic Violence and Primary Care Programs. In addition, the social work executive has responsibility for overseeing the practice of more than one hundred social workers in multiple divisions of a Fargo VA Health Care System along with other professionals.
The GS-14 Social Work Executive is responsible for overseeing the professional practice of all facility social workers, developing the scope of practice for all social workers, performance evaluation, designing and implementing competencies, implementing quality improvement measures, and provision of social work services. The Social Work Executive must have extensive supervisory and management skills, be licensed, or certified in a state at the advanced practice level and must be able to provide supervision for licensure.
The incumbent ensures that essential social work clinical functions are provided in the Medical Center and Community Based Outpatient Clinics and Programs (Social Work Scope of Practice) to include:
Case management services for veterans at high medical and social risk.
Case management services for chronic or seriously mentally ill veterans.
Psychosocial screening, assessment, planning, and intervention.
Pre-admission planning and admission diversion services.
Discharge planning and coordination.
Coordination of community-based services, including information and referral.
Community liaison and networking services.
Case finding and outreach services.
Crisis intervention services.
Professional consultation.
Coordination of family conferences and liaison with family members.
Patient and family education.
The Social Work Executive demonstrates leadership in interpreting and supporting the VISN mission, vision, and values, while operating under Veterans Health Administration (VHA) policies, facility and VISN policies, and standards of federal professional and accrediting agencies external VHA. The Social Work Executive will be involved in implementing VHA initiatives for the Fargo HCS.
Incumbent meets all assigned performance measures, including utilizing FTEE, space, and equipment. Specific responsibilities include:

The Social Work Executive does not have supervisory authority for social workers in other service lines. The Social Work Executive is involved in the recruiting of qualified social workers which includes interviewing, selection, and orientation. The incumbent has responsibility for defining and reviewing the professional practice of social workers within the facility.
Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-14 Social Work Executive
Experience/Education. One year of experience equivalent to the GS-13 grade level, which is defined as: Providing technical social work guidance in order to complete job assignments; applying legal, ethical, and professional standards to social work practice; Working knowledge of social work practice, policy, and accreditation standards across the continuum of health care: Providing consultation to facility leadership, care/product line managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements: Developing, implementing, and maintaining clinical social work practice standards; Providing administrative oversight to ensure compliance with social work licensure requirements.
Licensure/Certification. The social work executive must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).
Social work executive positions are only established at facilities that do not have a chief social work service. In facilities with care/product lines, the social work executive is the highest level professional position at the facility with responsibility for the professional practice of all facility social workers and provision of social work services. Social work executive must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs (document with written demonstration of KSAs must be included with application, see required documents section):
