The majority of work is to carry out all steps associated with Federal hiring, from identifying the vacant position to on boarding the selected candidate(s) to ensuring selections are made based on Merit System Principles. Steps are to procure blue collar, clerical, technical workers, administrative specialists, health care professionals needed to carry out the mission of the Indian Health Service. GS-09 gains experience to full performance level of GS-12 once qualifications requirements met.

Duties

If incumbent is hired at the GS-09 level, the selected candidate gains experience toward the full performance level of the GS-12 to perform the duties listed below. Maintain and apply knowledge of Prohibited Personnel Practices and the Merit System Principles. Consults and collaborates with management in external placement and recruitment duties for an organization. Makes use of multiple recruiting strategies including special appointment authorities, such as those for the handicapped/disabled, FCIP, student employees, displaced employees, veterans, overseas returnees, and direct hires to complete placements for the organization. Informs and interprets of the agency's recruitment and placement procedures, practices, policies, and guidelines to managers, employees, and job applicants. Reviews recruitment and placement actions and provides guidance to managers on issues, such as sources of recruitment, job analysis, crediting plans, assessment techniques, etc. Informs and interprets the agency's compensation, wage administration, and position management procedures, practices, policies, and guidelines. Assists on requests for highest previous rate; above the minimum pay setting; recruitment, retention, and relocation incentives; special physician pays; service credit for leave and other compensation and retention flexibilities. Utilizes automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analyses, vacancy announcements, and referral lists. Provides assistance to managers and applicants, providing information concerning the agency Merit Promotion program. Assist managers with writing a position description using appropriate classification standards. Consult and advise management on establishing single or multi-grade level positions.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-09 MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-07, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks such as: work in hiring employees and process hiring-related paperwork. Apply standard laws, regulations, guidelines and procedures governing hiring employees. Inform job applicants of details such as qualifications for the position, duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities. Refer qualified job applicants to managers, making hiring recommendations when appropriate. Make job offers and enter data into automated systems so new employees can be paid and trouble shoot pay problems for newly hired employees. OR Submit a copy of unofficial transcripts to show completed master's degree or equivalent graduate degree or have 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR Demonstrate meeting qualifications for this grade level by indicating on resume and submitting a copy of unofficial transcripts to show a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. GS-11 MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-09, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks such as: (In addition to specialized experience defined for GS-09), work experience in consulting with managers to identify hiring needs and using specialized methods to hire candidates to hire employees. Analyze employment-related data and prepare required reports. Advise management on organizing, preparing, or implementing recruiting or retention programs. Develop or implement recruiting strategies to meet current or anticipated staffing needs. Review and evaluate applicant qualifications or eligibility for specified licensing. Evaluate recruitment or selection criteria to ensure conformance to professional, statistical, or testing standards. OR Submit a copy of unofficial transcripts to show completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Demonstrate meeting qualifications for this grade level by indicating on resume and submitting a copy of unofficial transcripts to show a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. For each of the grade levels, the position will be filled at, to be creditable, specialized experience must have been equivalent to at least the next lower grade level. CONDITION OF EMPLOYMENT. If hired, you must be able to obtain Delegated Examining Certification within 12 months of entrance on duty. The Delegated Examining (DE) Certification program requires all Human Resources practitioners involved in DE activities to pass a comprehensive DE Certification Assessment. Delegated Examining Authority is an authority the Office of Personnel Management delegates to agencies to fill competitive civil service jobs through a competitive process open to all U.S. citizens, including current. Federal employees. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Equivalent combinations of education and experience are qualifying for GS-09 and GS-11 grade levels.
