This position is located in Division of Management Services, in the Branch of Human Resources.
Duties
Plans, directs, and coordinates a comprehensive, management oriented program comprised of the following major functions: 1) position management and pay administration; 2) recruitment, staffing, and placement; 3) jurisdictional policy development; 4) employee performance evaluation; 5) performance management and recognition system; 6) employee training and development; 7) employee relations; 8) labor relations; 9) workers compensation; and 10) organizational development.
Serves as the senior staff consultant and advisor to key officials in Oregon/Washington on all HR management matters including workforce design and planning efforts, policy development, program design and implementation, productivity improvement, HR development, position management, and employee and labor relations.
Serves as a representative of the State Director in explaining and interpreting HR laws, rules, and regulations for managers, supervisors, and employees.
Responsible for the technical and administrative supervision of 29 administrative, technical, and clerical staff supporting work to carry out the mission of the organization. This also requires managing work through subordinate supervisors.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: 1) executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; 2) conducting HR program evaluation and oversight activities; 3) ensuring compliance with governing laws and regulations; and 4) providing guidance to management on human resources policies, regulations, laws, and guidelines.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
