The incumbent serves as Human Resources Officer for the Portland Area. Responsible for providing a comprehensive range of human resource (HR) management services including management advisory functions, position classification, pay administration, recruitment and placement, labor management/employee relations, employee benefits/payroll liaison/employee services, and organizational design.

Duties
Responsible for the overall supervision, planning, development, implementation, and evaluation of the Portland Area human resources management policies and programs.
Serves as a key advisor for human resources programs and policies to the Area Director, Executive Officer, and managers throughout the Portland Area.
Administers the full range of recruitment, staffing, and onboarding functions for the Portland Area.
Manages, coordinates, and reviews classification, compensation, and position management activities, and provides advice on complex and multi-faceted issues, such as questions that involve more than one area of human resources policy.
Directs the employee/labor-management relations programs, including negotiations of collective bargaining agreements.
Recommends, initiates, and completes disciplinary actions within delegated authority.
Coordinates the regional employee benefits/payroll liaison/employee services functions.
Provides expert advice on major organizational planning issues, such as the expected impact of reductions in workforce, reorganizations, mass changes, or situations involving a broad perspective on complex, interrelated actions.
Develops human resources metrics and evaluates processes to uncover opportunities for business process reengineering.
Qualifications

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS FOR GS-14 GRADE:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in overseeing a human resources program, in a leadership capacity including substantive experience in any of the following: recruitment and staffing under both delegated examining and merit promotion, excepted service and various hiring flexibility plans; position management/position classification; performance management; employee benefits/payroll; workforce development; workforce planning: employee/labor relations; and management advisory services.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
