The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Deputy Chief Financial Officer and Director of Finance. This position is a Senior Executive Service (SES) Career-Reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Duties

The Deputy Chief Financial Officer and Director of Finance will: Provide administrative and policy direction to highly technical and complex Office of the CFO (OCFO) programs; communicates a vision to subordinate managers for effective integration of these diverse programs into a cohesive structure designed to meet the dynamic needs of the Census Bureau and foster a culture that unifies the workforce in support of its strategic goals. The Deputy will act in the absence of the CFO and serve on all boards for which the CFO is a principal member. Provide executive direction and leadership to a comprehensive financial management program by ensuring the effective operation of the budget process, proper utilization of and accounting for resources and up-to-date information on the status of program funds. Serves as a top technical expert in all financial management programs for the bureau; the incumbent is directly responsible for providing the bureau's consolidated financial statements and portions of the annual accountability report. Ensures that the bureau's external financial reports are accurate and timely. Ensure that all financial systems are consistent with requirement of laws and applicable regulations and will provide for complete reliable, consistent and timely information responsive to the financial management information needs of bureau management. Provide financial direction to ensure the bureau's compliance with the Federal Manager's Financial Integrity Act as implemented by OMB Circular A-123 and A-127; Financial Reporting Requirements as implemented by OMB Circular A-136. Travel Required: Occasional Travel Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

Professional and Technical Qualifications (PTQs): PTQ #1 - Demonstrated broad senior-level experience leading and understanding of strategic, financial, and operational planning and experience overseeing the development and implementation of policies and a multi-year strategic plan that includes and defines the financial needs of an organization. PTQ #2 - Ability to oversee and carry out detailed financial management of centralized and decentralized financial management programs including providing effective financial management advice and assistance to senior management officials. PTQ #3 - Knowledge of internal control policies and concepts including developing and implementing an organization wide strategy to document, test, and evaluate internal controls; and developing and implementing corrective actions for internal control deficiencies.
