This vacancy is for a Fiscal Analyst position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Fiscal Analyst, GS-0501-11/12/13, FPL GS-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Participate in budget formulation and execution activities to include the development of budget planning documents, position listings, project descriptions and operating plans utilizing an automated budget system.
Assist in the allocation of funds by resource categories. Prepare and/or modify necessary forms using budget, cost, and planning information. Review project descriptions, operating plans and budget planning documents for accuracy and completeness.
Run queries and research financial transactions to identify budgetary, financial, and programmatic problems; identify potential problems and recommend solutions to resolve the problems.
Communicate budget and financial information orally and in writing to management, staff, customers, and other Federal and non-Federal organizations.
Produce ad-hoc reports, variance reports and tabulations from Commerce Business System (CBS), Data Warehouse, Consolidated Business Reporting Application (COBRA), Tableau and other systems and software utilizing Microsoft Word and Excel.
Review and process reimbursable and payable interagency agreements, ensuring adherence to legal requirements and internal policies and procedures.
Provide guidance and direction to the Demographic Directorate and external customers regarding processes and requirements for reimbursable and payable interagency agreements.

Qualifications
GS-11
Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: knowledge of the Federal budget process and the laws and regulations governing this process; assisting higher-graded specialists with budget formulation and execution activities; utilizing an automated budget system such as the Consolidated Budget Reporting Application (COBRA) to process operating plans, position listings, budget planning documents and project descriptions and extracting data for reporting and analysis; performing research and analysis of monthly financial and budgetary reports, data and transactions; producing ad-hoc reports, variance reports and tabulations using Microsoft Word, Excel and other programs; working with senior analysts on the budget and financial processes to secure interagency funding and assisting program divisions in the administration of their budgets and projects.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
GS-12
Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: knowledge of the Federal budget process and the laws and regulations governing this process; performing budget formulation and execution activities for a large organization or branch; utilizing an automated budget system such as the Consolidated Budget Report Application (COBRA) to process operating plans, position listings, budget planning documents and project descriptions and extract data for reporting and analysis; performing research, analysis and forecasts of monthly financial and budgetary reports, data and transactions; producing complex ad-hoc reports, variance reports and tabulations using Microsoft Word, Excel and other programs; working with budget and financial processes of an organization to secure interagency funding; assisting program divisions in the administration of their budgets and projects; communicating budget and financial information orally and in writing to internal and external stakeholders.

Education: Education cannot be substituted for experience at this grade level.
GS-13
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: comprehensive knowledge of the Federal budget process and the laws and regulations governing this process; independently performing budget formulation and execution activities for a large organization or branch; utilizing an automated budget system such as the Consolidated Budget Reporting Application (COBRA) to process operating plans, position listings, budget planning documents and project descriptions and extracting data for reporting and analysis; performing research, analysis and forecasts of monthly financial and budgetary reports, data and transactions, identifying budgetary and programmatic problems and recommending solutions to resolve those problems; producing complex ad-hoc reports, variance reports, tabulations and presentation materials using Microsoft Word, Excel and other programs; independently working with budget and financial processes of an organization to secure interagency funding; assisting program divisions in the administration of their budgets and projects; communicating budget and financial information, laws and regulations orally and in writing to internal and external stakeholders.
