This vacancy is for a Financial Payment Analyst position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Independently reviewing the accuracy and properness of vendor invoices (contracts, purchase orders, miscellaneous document types) and ensuring compliance to Federal Acquisition Regulations, Prompt Payment Act.
Processing complex and unusual financial documents and transactions into the Commerce Business System (CBS).
Ensuring accuracy of payment recordation to the proper program account code classification structure, and supporting documents and receipts are valid prior to disbursing.
Independently resolving payment discrepancies and providing status to supervisor in a timely manner. Processing document corrections, recommending corrective action and following through completion.

This Job Opportunity Announcement may be used to fill other Financial Payment Analyst, 0501, 11, FPL GS-11 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Specialized Experience: For GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal services. Experience is defined as gathering, recording, and processing financial data from an accounting and/or financial system. Resolving payment discrepancies, processing document corrections and recommending corrective action. Reviewing and examining the accuracy of documents, invoices and/or reports to ensure conformance to regulations, policies, and operating procedures. Providing technical guidance on a variety of financial matters to various stakeholders and assisting with audit inquiries and requests.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
