This position is located in the Office of American Spaces, Bureau of Educational and Cultural Affairs (ECA/A/M), Department of State (DOS). American Spaces are the U.S. government’s primary public cultural and information centers abroad that are open to communities worldwide interested in learning more about the United States.
Duties
Oversees training and professional development for program overseas coordinators (both USG and partner staff) to include course development and review of curriculum used in virtually and in-person training workshops.
Manages course scheduling and coordination, participant recruitment, nomination, selection, budget planning.
Manages trainer and trainee selection and assignments.
Conducts monitoring and evaluation of training and surveys to assess curricula and training impact.
Serves as a liaison and lead trainer to obtain feedback and recommendations for curriculum updates.
Identifies and assists with coordinating training opportunities and coordinates budget requirements, subject matter approval, and scheduling.
Manages and directs efforts related to print and online library collections and acquisitions featuring a variety of digital resources and other streaming media content.
Creates SOPs and policy guidance, curates new collections, formulates strategic and budgetary planning for cost-effective content and collections management.
Leads outreach and training efforts on new content and collections.
Serves as lead Program Officer/Grants Officer Representative for all programs.
Oversees staff that develops programmatic toolkits and for ensuring up-to-date and standardized resources are available and well-organized on the Managing American Spaces website for local staff.
Oversees future development and/or adaptation of standardized curriculum for use by American Spaces in educating audiences about key U.S. foreign policy, cultural, and civic issues.
Serves as a copyright subject matter specialist for the Office of American Spaces.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicant must have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience creating and managing library collections and digital content.
Experience managing programmatic budgets.
Experience developing training curriculum and delivering training courses.
Experience leading teams.
Experience educating audiences on U.S. foreign policy, culture, and civic issues.
There is no substitute of education for specialized experience for the GS-14 position.
