This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Europe and Eurasia, Program Office, Strategic Planning and Analysis Division (E&E/PO/SPA), at the U.S. Agency for International Development (USAID).
Duties
Lead team in determining resource requirements and recommend resource allocations are consistent with Administration, Bureau, and country-level strategies and based on priorities and needs.
Develop and analyze detailed plans, strategies, and objectives for the long-range implementation of major agency and bureau priorities, and ensures the effective programming and efficient use of resources.
Serves as a representative of the Office and Bureau within the Agency and with the interagency, including F, EUR/ACE, OMB, NSC, and Congress, to advocate for and advance Office and Bureau priorities.
Prepare written and oral presentations on resources, priorities, and decisions to Office, Bureau, and Agency leadership, including preparing briefing materials for Congressional hearings and at other fora.
Identify key policy issues and budget priorities, leads and conducts analyses, develops and evaluates alternative plans and strategies, and makes definitive recommendations to management.
Requirements

- Must be able to obtain and maintain a Top Secret Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Specialized Experience:
GS-15 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Formulating or establishing objectives and timelines for staff to achieve office priorities and supporting staff achievement of those objectives; b) Developing, justifying, and analyzing region-wide or multiple country budget requests that align priorities with resources; c) Presenting complex information and analysis to Office, Bureau, Agency, and interagency leadership to support decision-making; AND d) Representing an Office or Bureau with USG interagency and Congressional staff to advocate for or assess resources to advance U.S. foreign policy and development assistance goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
