You will serve as a FINANCIAL MANAGEMENT ANALYST in the Force Comptroller Office of PAC FLEET SUB FORCE OPS COMPONENT.
Duties
You will perform budget administration functions such as: budget and estimate formulation; defend budget estimates; evaluate budget requests; and control and reporting of obligations and expenditures.
You will analyze and recommend costs and benefits of alternative methods of financial management of an organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will serve as the Defense Travel System (DTS) liaison for COMSUBPAC HQ UICs.
You will serve as the Organizational Defense Travel Administrator (ODTA) for HQ UICs.
You will respond to DTS trouble issues and research policy and procedure manuals to provide problem resolution or forward to BSO Fleet Accounting POC for guidance for resolution.
You will manage the travel program in compliance with the Department of Defense (DoD) Joint Travel Regulations (JTR), DoD Financial Management Regulations (DODFMR) and Government Travel Charge Cards (GTCC) instructions.
You will monitor and track travel to ensure DTS vouchers are submitted and collects travel related data for weekly reports.
You will lead or participate in focus groups, task groups, or action teams to explore policy issues.
You will troubleshoot system deficiencies and functional oversights that impact DTS and forwards to Fleet BSO POC for guidance/action.
You will ensure the timely and accurate completion of travel related financial reports such as: Unsettled Travel Orders, Outstanding Travel Advances, Un-submitted Vouchers, Unmatched Disbursements, Debt Management, and Debt Reconciliation.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing aptitude in budgetary practices, procedures, precedents, and regulations and automated financial management systems to perform financial administration functions (e.g., developing and defending alternative methods of funding; formulating budget estimates for evolving program requirements; researching, analyzing, and conceptualizing budgetary problems and developing solutions) to relate organizational needs and accomplishments to the budget.
