The primary purpose of this position is: To develop/integrate Air Force ( AF) policy, programs, and procedures for developmental programs that are synchronized across the continuum of learning-education, training, developmental and experiential programs.

Duties

Develop Air Force Development policy and programs to meet AF requirements and implement OSD/DoD/OPM strategies for competency-based workforce development. Develops policy to meet Air Force requirements/strategies and implement OSD/DoD/OPM directives for Force Development - training, education, and professional development. Analyze, evaluates, and develops leadership framework, program objectives, functional requirements, operating methods and new and proposed regulatory guidelines to advance the Air Force goal of a competency-based workforce. Supports organizations and senior level governance structures and working groups to include, but not limited to, the Lemay Doctrine Center, Air University (AU), USAFA, Functional Managers (FM), Development Team (DT), the Force Development Panels/Developmental Education Boards, Leadership Program Selection Boards, Air Force Learning Committee, and the DoD Chief Learning Officer Council (D-CLOC), consisting of component representatives and Senior Executive Service (SES) members and General Officers (GO).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: applying workforce management and Force Development principles, concepts and practices in the area of formal and voluntary education, functional training and professional development; developing and implementing education, training and professional developmental policy, competencies, and programs; interpreting laws and principles and incorporating into AF processes of policies, practices, and programs as they relate to workforce management and developmental programs; and providing analysis and solution sets in support of change management, strategic communications and other Force Development related issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws, rules, and regulations governing workforce management and Force Development policy and programs (military and civilian). Skill in written and oral communication such that it influences decisions, outcomes, or opinions. 2. Ability to manage several projects simultaneously and to lead and/or actively participate as contributing team member in AF or DoD-level working groups. Ability to lead, present, and communicate with a diverse group of senior leaders as the lead action officer for Total Force Development projects, working groups and panels. 3. Knowledge of the concepts, principles, theories, and practices of strategic workforce management and development. 4. Knowledge of qualitative and analytical methods (e.g., surveys, focus groups, user feedback, etc.) for assessment of planning, programming, budgeting, and execution initiatives as these relate to workforce management and Force Development programs. 5. Skill in analyzing military and civilian workforce capabilities, requirements and issues in order to formulate solutions to problems regarding Force Development and workforce management. 6. Skill in reviewing and analyzing data from multiple systems and preparing and presenting recommendations on effectiveness of agency management and programs as well as on procedural and policy changes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
