The primary purpose of this position is to develop and maintain higher headquarters inspections, squadron self-inspections, and to oversee all Air Transportation Standardization and Evaluation programs. Act directly on behalf of the Squadron Commander and Flight Chief, Combat Readiness and Resources, in all matters involving management and execution of the programs.
Duties
Supervises Air Transportation Standardization and Evaluation (ATSEV) Evaluators: Supervises military personnel involved in non-supervisory work similar to those performed and described in paragraphs below.
Manages/maintains the Squadron Self-Inspection and ATSEV Program IAW command directives. Determines cause(s) of deficiencies and advises/recommends appropriate corrective actions to the unit commander and/or Port Operations Officer.
Researches and interprets Higher Headquarters directives for incorporation into local operations.
Conducts process evaluations. Conducts evaluator proficiency evaluations (EPE) and process evaluations (PE) as required per the Command 'Process Evaluation List (CPEL) and command guidance.
Technical Advisor. Serves as the primary technical advisor/specialist at flight, squadron, and AMC level meetings to discuss ATSEV trends of various air transportation operations.
Performs inspections of air terminal operations and condition of the facility and performs various and other related support duties/functions as assigned.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Specialist Series, 2101.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of all phases of AMC air terminal operations to include: all tasks pertaining to the processing, documenting and loading of cargo and passengers, preparation of aircraft load plans/manifests, the preparation and maintenance of traffic records and reports for airlift operations and exercises, operation of materials handling equipment and passenger loading vehicles and equipment, aircraft fleet servicing, and AF OJT program conduct and documentation. In-depth knowledge of the transportation field as it pertains to airlift. This includes in-depth knowledge of all air terminal functions. In-depth knowledge of inspection including HQ/AF Inspector General and HQ/AMC Logistics Inspections and Evaluation Process.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree orLL.B. or J.D., if related. Major study in or related fields such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, or motor mechanics. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Transportation System policies, principles, practices and AMC aerial port functions.
Skill in preparing and presenting briefing to supervisors/managers.
Knowledge of transport aircraft, related passenger and cargo load characteristics and appropriate aircraft loading equipment.
Skill in evaluating the effectiveness of aerial port flight line activities.
Working knowledge of Windows based computer programs and ability to use a Personal Computer (PC).
Ability to effectively communicate orally and in writing, with a diverse group of individuals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
