The National Gallery of Art (Gallery) serves the United States in a national role by preserving, collecting, exhibiting, and fostering the understanding of works of art at the highest possible museum and scholarly standards. This position reports to the Treasurer. The incumbent is responsible for oversight and management of all aspects of FMS support and operation.

Qualifications

All applicants must have 1 year of experience.  Experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work.  This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government.  Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.  You must meet all qualification and eligibility requirements for the position by the closing date of the announcement. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Address each of the following MTQ's separately.  MTQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. Please note that the MTQs must be addressed individually and in narrative form. (Please see 'Required Documentation' section for more information)  (Maximum of 2 pages per MTQ): Describe your background in designing, implementing, upgrading, and maintaining financial management systems at a federal/quasi-federal institution.  Include a description of how you have provided oversight and troubleshooting advice.  What written documentation have you developed?  How have you interacted with auditors, and what kinds of auditors?  Have you managed interface development to external systems, and if so, of what kinds?  What have your reporting responsibilities been in this area?  Describe concrete actions you have taken to monitor and augment system health.  Describe your experience managing/supervising others working on financial management systems.  Limit your response to about one typewritten page. Describe your role over time in running queries and reports to ensure that financial management systems and sub-systems remain uncompromised.  Also describe how you have performed oversight for security groups and user privileges, and monitoring security alerts.  Describe how you have monitored system configuration changes to mitigate the risk of malicious and fraudulent acts caused by unauthorized system access.  Call out your specific experience, if any, overseeing Oracle configurations, profiles and menus.  Include in that description how you have engaged with Oracle cloud and hosting organizations to monitor databases and promote internal integrity and consistency.  Describe the approaches you have taken to oversee change management processes in financial management systems and sub-systems.  Did you manage change by yourself or through others?  If through others, did your team include employees, contractors, or both? Did you manage version changes and updates to interface processes? If so, how did you plan, coordinate, and test new releases, updates and upgrades? How did you plan for and carry out operating system, application and security patching with minimal service interruptions?  How did you determine system, security, and/or user objectives in advance of the change(s) and how did you measure whether you had achieved them? Describe your skill in setting short- and long-term goals for yourself and others. How have you ensured that the activities of a team are well-integrated with those of other teams? How have you planned a year or more ahead of time, and then delivered on that plan? Address the way and frequency with which you have collaborated with others to achieve something bigger than one person can achieve. Elaborate on methods and outcomes related to generating new ideas for opportunities and initiatives to advance an employer's goals. Has professional development and education factored into the way you lead others – how do you keep up to date on the latest information in your field? Describe the way you supervise and mentor others, including the full range of hiring, supervising and terminating as circumstances warrant. Education

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
