Duties

Work is performed in the Production/Manufacturing/Integration/Quality/Test/Experimentation domain. Conducts studies and analyses to determine the feasibility of various advanced engineering approaches for future programs or to resolve major controversial problems in current programs. Conducts studies on the feasibility of developing new products and/or theories pertaining to new applications of existing products. Serves as an expert advisor for these broad and complex programs that advance the state-of-the-art. Applies a wide range of engineering and scientific principles and theories to project performance and operating characteristics.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
  • Temporary business travel is required away from the duty station up to 25% of the time.
  • This position is a TERM not-to-exceed six year’s position that may be extended, without limit, in up to six-year increments. Term appointment Statement of Understanding may be required.
  • This appointment has an extended trial period of three years for the Engineer and Scientists Occupational Family unless the appointee has previously met the requirements.
  • Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Who May Apply: US Citizens Duties: We have various mid-level and senior level engineering positions available within the ESI Readiness Engineering Portfolio, Fielded Systems Engineering, Intelligence Electronic Warfare and Sensors Division. Available positions include: Project Lead/Systems Engineer - Serves as a Deputy APM embedded into an interdisciplinary team overseeing the development, production, test and evaluation (T&E), and fielding of an electronic warfare system. The incumbent positions require strong oral and written communication skills, ability to lead government technical reviews, provide briefings to high-level government personnel, and think critically to deliver desired results with minimal guidance. Responsibilities include oversight of assigned program(s)/system(s) to assist with technical issues related to the technical cost, schedule and performance. Incumbent shall possess experience in Acquisition and Life Cycle Management, including program/project management, acquisition strategy requirements planning, operation and maintenance, technology transfer/insertions, Acquisition Requirements Package (ARP) development, Proposal evaluation/negotiations, requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, Contracting Officer Technical Representative functions, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, supplier partnerships, Pre and Post Award Surveys, Strategic Planning for Technology Programs/Activities including analysis of mission, program goals and objectives, organizational performance assessments, special studies and analyses. Systems Engineer/Configuration Manager - Serves as the configuration manager for a product office as well as a staff engineer supporting the Chief Engineer on taskers related to Electronic Warfare. Incumbent shall have experience in Configuration Management and Document Control process utilizing Windchill, Physical Configuration Audits (PCAs), establishment and maintenance of Product Technical Baselines. Maintenance Engineer - Serves as the maintenance/systems engineer for a product office on various Electronic Warfare Systems. Experience should Include Maintenance Concept Development (LORA, COMPASS, & SESAME), Long-Term System Reliability (MTBF, MTTR) Analyses, System Maintainability Assessments, Technical Manuals (TMs) reviews, TM Verifications/Validations, Maintenance Demonstrations, Logistics Demonstrations, Equipment Improvement Recommendations (EIRs), Demilitarization (DEMIL) Challenges, Provisioning Management, Core Logistics Analyses, Core Depot Analysis and overall Sparing Concepts, Material Releases, Requirements Determination, and fielded system problem resolution. Organic Depot Facilitation. Development of contractual Maintenance requirements and monitoring of contractual Maintenance deliverables. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-02 pay band (GS-11 grade level) in the Federal Service which includes experience in one or more of the following areas: Supporting the development, maintenance, sustainment, or testing of electronics warfare products and technologies. Leading a team overseeing the development, production, test and evaluation (T&E), and fielding of a product. Leading configuration management efforts for a product or system. Providing lifecycle systems engineering support to the acquisition process in at least one of the following areas: requirements decomposition, technical planning, specification preparation, technical analyses, risk management, decision support, and acquisition milestones. Basic Requirement for Engineering: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Transcripts are required to meet the Basic Education for the applicable series.
