The primary purpose of this position, PROGRAM MANAGER, GS-0301-11/12 is to provide effective analysis, assessment, and monitoring for many diverse processes. The primary goal is to improve the organizations work environment via incorporation of innovative work processes, action plans, policy and procedures, and root cause analysis initiatives.
Duties
Plan, develop, organize, review, and implement innovative products, processes, and activities for the organization.
Ana1yze and identify best course of action, determine impact on program area and potential problems, and recommend preventive/corrective actions.
Plan, organize, and direct team study work of the organization.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental GS-11 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

GS-11SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes knowledge of the regulations, laws, standards, procedures, methods, and techniques that apply to the programs, operations, and projects of the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specializedexperienceincludes Knowledge of the body of laws, regulations, policies, and procedures related to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing Maintenance Plant Management objectives; and explaining the reasons and purposes for applying corrective measures and procedures, minimizing, or abating different types of discrepancies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of various Maintenance Plant Management practices and established policies and procedures to evaluate, plan, modify, coordinate, direct, and improve a diverse program and advise key managerial personnel on course of action.
Knowledge of the relationship of pertinent laws, regulations, policies, and precedents which affect the OO-ALC resources to sufficiently interpret and modify or significant depart from current techniques and apply/incorporate improvements.
Knowledge and skill in applying analytical/evaluation methods and techniques to develop and implement control measures and improvements.
Knowledge of the major mission requirements, production processes/policies and administrative operations of the organization to facilitate improvements and reduce non-value-added redundancies.
Skill in developing new or modified work methods, organizational structures, management processes, and/or administrative procedures to incorporate fact finding analysis, trend analysis, risk assessment and corrective action plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Work requires regular and recurring physical exertion to frequent onsite inspections and surveys requiring
considerable standing, walking, climbing, stretching, reaching, or similar movements.
WORK ENVIRONMENT: Work is performed in a normal office setting where base safety precautions are required. When being in the
industrial area, Personal Protective Equipment (PPE) may be required to include hard hat, appropriate safety shoes, ear plugs, goggles, and gloves.
