Duties
If you are selected for this position, you will perform the following duties:
Autonomously responsible for all aspects of the Office's budget formulation and execution, including development of budget requests, spend plans, budget execution documents such as C-DOCS, requisitions, obligations, and expenditures pursuant to authority under the US SAFE WEB Act; maintains records of the Office's planned, obligated, and actual expenditures; alerts Office management of any anticipated shortfall or surplus; and serves as liaison with the Budget Branch.
Critical member of OIA's management team, provides guidance on administrative and operational management support issues and on the administrative aspects of formulating and implementing the Office's policies, programs, objectives, and plans.
Creates, develops, and maintains a framework of operation for the Office regarding budget documents and internal processes for administrative operation. Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the office. Provides expertise and makes recommendations for ongoing utilization to senior leadership.
Serves as a hiring manager for the Office of International Affairs' administrative staff. Conducts interviews and recommends selection of candidates for hire. Keeps abreast of Agency policies and changes to policies; briefs Offices' management; and implements requirements of any changed agency policies. Develops internal administrative policies and procedures.
Serves as liaison for the Office with the Human Capital Management Office on matters of recruitment, placement, payroll, performance appraisals, awards, initiating electronic SF-52s, and collaborates with HCMO staff in finding solutions to routine personnel related matters.
Coordinates with Office of the Chief Administrative Services Officer for both Offices to procure needed office and telecommunications equipment and services including for FTC staff traveling outside of the United States on programs overseen by the Office of International Affairs and, in coordination with Office of International Affairs personnel responsible for the International Fellows and Interns program, equipment for participants in that program.

Qualifications
To qualify for a Management and Program Analyst position at the GS-12 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
Planning and evaluating program operations and management systems; overseeing and managing administrative services and functions, including budget, procurement, logistics, and human resources; serving as project lead on projects and teams; and communicating and representing the office with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
