Duties

This Program Analyst position is located in the Aviation Programs Branch, Executive Assistant Administrator's Office, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Advises management on the operational effectiveness and efficiency of assigned program(s). Provides recommendations for, and coordinates the implementation of, strategic programs and operations; monitors execution to ensure success. Develops, analyzes, and evaluates new or modified program/management requirements, policies, goals, or objectives for impact on existing program. Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies. Communicates effectively, both orally and in writing, in order to present analysis and findings in a clear and concise manner, and to negotiate appropriate resolutions/solutions to identified complex or potentially controversial and sensitive issues or problems. The incumbent recommends improvements to the effectiveness and efficiency of resource management and program operations. Gathers information, identifies and performs short and long-range program planning and analysis and provides written and oral recommendations to support the acquisition of resources supporting program activities. Works cooperatively with others, inside and outside of the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information and achieve results. Applies knowledge of evaluation methods when conducting reviews of workflow or when preparing and analyzing metrics and findings in order to make recommendations on internal programs. Work requires skill in researching and preparing metrics, project papers, and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Analyzes or interprets new regulations, legislation, or operating procedures for impact on the APB program and mission.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience is defined as: Experience applying management and organizational policies, principles and practices as well as planning processes and guidelines to plan and carry out highly complex research and data analyses on programs affecting nationwide program operations; and Organizing work, setting priorities, and determining resource requirements to support program activities; and Expressing facts/ideas in writing (e.g. creating· presentations, briefings, etc.,); and Delivering oral presentations in a clear, concise and convincing manner for the intended audiences conveying the necessary information. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
