This position is located with Bonneville Power Administration (BPA), in Organizational Delivery & Performance (TOII), Internal Operations Management Office (TOI), Transmission System Operations (TO), Transmission Services (T). A successful candidate in the Reliability Standards Owner position will serve as the Reliability Standards Owner (RSO) for TO and technical lead and expert analyst responsible for planning, organizing, conducting, and leading the TO NERC/WECC reliability standards effort.

Duties

As a Reliability Standards Owner, you will: Lead the reliability compliance effort for Transmission System Operations in implementing and improving the reliability compliance program. Function as project manager and program leader to ensure BPA implements NERC and WECC reliability standards within regulatory deadlines. Provide technical expertise and authoritative advice, counsel, and guidance to BPA management on assigned aspects of the NERC and WECC Reliability Compliance Program. Act as a primary point of responsibility for interfacing with management, compliance staff and external organizations for reporting and responding to compliance related requests. Assist in the planning, development, and coordination of compliance program efforts by meeting with internal and external stakeholders to communicate and advance Bonneville's approach and direction to Reliability Compliance Program. Conducts cross-BPA technical reviews with subject-matter experts to assess compliance and develop mitigation plans to address deficiencies. Prepare or direct the preparation of periodic reports on the NERC and WECC Reliability Compliance Program. Develop and coordinate internal briefings and training regarding Bonneville's Reliability Compliance Program requirements.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: Applying wide range of concepts, laws, policies, principles, practices, regulations, precedents, and qualitative and quantitative methods applicable to Market Based requirements as well as NERC and WECC reliability compliance sufficient to 1) serve as an expert on NERC and WECC reliability compliance actions, issues or problems, 2) provide advisory services to internal and external customers and 3) make justifiable recommendations affecting a program within an organization or agency. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-13 grade level. Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
