THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0201-09 HUMAN RESOURCES SPECIALIST (TITLE 5), Position Description Number T5910700 and is part of the MO HQ Missouri Air National Guard.
APPOINTMENT FACTORS: This position is a Title 5 Temporary vacancy NTE one year in the Excepted Service. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Performs routine personnel management functions in assigned areas.
Responds to requests for information.
Performs limited research and analysis of applicable laws, regulations, policy, etc. and prepares summaries and recommendations for action.
Performs designated segments of more complex personnel assignments of higher-graded specialists.
Advises management, employees, and/or the public on personnel related matters.
Performs other duties as assigned.
Requirements
- Under a temporary appointment, employment is subject to termination at any time.
- This position can be filled up to four years as long as funds are available to support it.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Qualifications
GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-09 SPECIALIZED EXPERIENCE: Must possess 6 months of specialized experience that demonstrates a thorough knowledge of and skill in applying fundamental civilian or military human resource management principles and practices; and providing technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within a particular area of assignment using analytical and evaluative methods and techniques. The specialized experience must also demonstrate knowledge of the organizational structure and requirements to provide advice to commanders, unit administrators, and military members; and ability to communicate effectively both orally and in writing, with individuals, supervisors and management.
Education
Must possess a high school diploma or general education development (GED) diploma.
An undergraduate degree from an accredited college/university is desired.
A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
