This position is located in the U.S. Department of Agriculture, Office of the Assistant Secretary for Civil Rights
Office of the Director, Center for Civil Rights Enforcement, and Employment Adjudication Division. This position serves as the Employment Adjudication Division (EAD) Chief and provides leadership, sets priorities, and coordinates actions
to ensure the efficiency and effectiveness of the Department's civil rights program.
Duties
Serves as an expert on interpretation of guidelines, regulations, and laws concerned with civil rights generally, and with employment discrimination complaint processing and adjudication in particular.
Advises the Executive Director and Deputy Director on the adequacy of and/or effectiveness of existing civil rights policies and procedures.
Serves as principal advisor on matters relating to the adjudication of employment complaints and interfaces with other entities concerned with the adjudication.
Provides leadership and serves as Adjudicator in developing Departmental decisions on employment complaint discrimination.
Monitors and advises all levels of authority on the application and interpretation of laws, regulations, orders, and policies concerning all aspects of the equal employment opportunity (EEO) discrimination complaints adjudication program.
Oversees the review and analyses of investigative reports in making findings of fact and conclusions of law in the preparation of final agency decisions.
Prepares final decisions on attorney fees and compensatory damages.
Exercises the full range of personnel management responsibilities associated with supervisory duties
Manages and supervises the employment adjudication staff and other resources allocated to the division to meet the division's productivity and quality control objectives.
Oversees and controls the workload of the division offices.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- If selected, you may be required to serve a probationary or trial period as applicable to appointment type.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Equal Employment Specialist. For this position, the specialized experience is 1) Manages and/or supervises an employment adjudication staff and other resources allocated to assigned division to meet the division's productivity and quality control objectives 2) Serves as a principal advisor on matters relating to the adjudication of employment complaints and interfaces with other entities concerned with the adjudication and 3) Directs the supplemental investigation of complaints when necessary to adequately adjudicate a complaint or make a compensatory damages assessment.
