This position is located at the USPFO at Camp Mabry, Austin, TX. Position is to be responsible for administering and coordinating a complex data analytics program across the Army and Air National Guard within the state with external recipients, ARNG units, ANG wings and Joint Forces Headquarters staff offices. The incumbent serves as an analyst to develop capabilities that collect, measure, analyze, and report on areas including but not limited to fiscal stewardship and property accountability.
Duties
Administers and coordinates diverse data analytics portfolio for both Army and Air National Guardprojects. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines,
and consistently follow-up to assure receipt of required documentation. The incumbent works with array of different projects to help identify and analyze information from various sources and develops meaningful program data, information, and reports in a variety of formats for presentation to and utilization by Senior Leaders, supervisors, and colleagues. The incumbent will assist with research, design, and manage the content, design, layout, and features Analytical dashboards and various business intelligent tools.
Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies. Conducts studies, identifies trends, risks, and themes based on the data and information. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources).
Inspects and reconciles data to ensure validity of information. Develops and maintains a myriad of reports. Confirms and validates data prior to use for reports through systems of record.
Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the data analytics management community.
Performs other duties as assigned.

Minimum Qualification Requirements:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
Specialized Experience:
One year of specialized experience equivalent to at least the next lower grade level (GS-09) in the federal service or equivalent experience in the private or public sector with experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position such as having a grasp of data analytics principles and policies, Federal statues pertaining to financial management, grants, and cooperative agreements; DoD and NGB fiscal policies and directives; knowledge of software such as Power BI and other Power Platform tools, knowledge of and skills in multiple different subject matter areas such as business aspects of financial management, human resources, grant/cooperative agreement, and other mechanisms including regulations, principles of cost planning, earned value management, negotiation techniques, labor-rate analysis; pre-award, award, and post-award requirements; administration and termination; price/cost techniques; data analytics, and forecasting problems, knowledge of the analysis environment (such as cost) and source of analysis methods and data, including other service agencies, research organization, Industry personnel, and other DoD personnel analysis organizations, knowledge of both federal government and private industry data source and data utilization, the ability to analyze and resolve complex problems in the absence of precedents, design, implement, and evaluate new procedures, the ability to work effectively with program and recipient staff in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures, the experience in keeping keep supervisors and staff informed of administrative issues and developments, respond to questions and resolve problems for staff, provide leadership and significantly contribute to reconcile data to ensure validity of information. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.). Education:
For GS-11 position:
Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher level graduate education leading to such a degree, or, LL.M., if related.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for positions at GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Note: One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
