This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Workforce Development. The duty location for this position is in Rockville, MD and is not eligible for remote work. **Applicants please note: Additional selections may be made across the Department of Health and Human Services through this vacancy announcement.**

Duties

As a Supervisory Training Administrator, you serve as the Deputy Director identifying priorities, and work closely with senior leadership to decide what programs are set into action for all of HRSA specific training programs based on broad organizational goals and assessments. Your major duties and responsibilities include: Providing administrative and technical supervision of Branch staff, and other Division staff as needed, and coordinates work performed by subordinate staff. Overseeing the design, development, and management of a wide range of adult career development programs designed to provide a systematic approach to professional growth by increasing job competency and supporting career planning. Supporting the Director in identifying, securing, and managing financial, human, and contractual resources required for all programs developed, delivered, and administered by the staff. Performing associated contract management duties such as preparing acquisition plans and statements of work, determining quality assurance requirements, monitoring contract duties, and performing other areas of post-award administration. Overseeing the design and development of quality control and evaluation measures to ensure the effectiveness of all programs and their components meet program goals and conform to relevant laws, regulations, and HHS and HRSA requirements. EDUCATION: Either an undergraduate or graduate education with a major field of study in education or a subject area related to the position to be filled. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. AND In addition to the above OPM requirement, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: 1. Developing, and managing adult career management, employee learning, and professional development programs designed to increase workforce capacity-building strategies. OR 2. Developing methods and strategies for the development and implementation of employee training curricula using various technological methods. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. CONTRACT MANAGEMENT - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. ORGANIZATIONAL PERFORMANCE ANALYSIS - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
