This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Workforce Development . Duties

As a Training Specialist, you are an advisor to management staff in the planning, development, presentation, and evaluation of complex adult professional training and education programs. Your major duties and responsibilities include: Designing, developing and coordinating training and curriculum development activities with other federal, state, and local public and private organizations and the local public. Conducting training courses covering subject matters that are unusually broad and highly complex. Assessing the quality and usefulness of current training activities and materials and updates, oversees, and coordinates revisions to training materials and formats for courses. Evaluating training, policies, procedures, curricula, Instructional methods end techniques, quality of instruction, adequacy and utilization of training aides and devices, facilities and equipment used in training courses. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS: OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR TRAINING INSTRUCTION SERIES, 1712: EDUCATION: Either an undergraduate or graduate education with a major field of study in education or a subject area related to the position to be filled. APPLICANTS PLEASE NOTE: If meeting the OPM IOR based on education, you must provide a copy of your unofficial transcripts that show your completed/conferred/awarded degree that allows HR to verify that you possess the required education by the closing date of this announcement. A copy of a diploma is NOT acceptable as verification; please do not send them. OR SPECIALIZED EXPERIENCE: Your resume must clearly demonstrate a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. AND In addition to the above OPM requirement, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: Designing, developing, and delivering competency-based instructor-led, in-person training or instructor-led virtual classroom training for adult professional training and development courses. AND Evaluating instructional materials and course designs for adult competency-based training courses or curricula to determine their effectiveness in an organization's professional development goals, including presenting the findings orally and in writing to customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. LEARNING TECHNOLOGY - Knowledge of developments and new applications of information technology, emerging technologies and their applications used in e-learning processes, and application and implementation to information systems to meet organizational requirements. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
