About the Position: This position is located in the US Army Engineer District, Memphis, Real Estate Division, Office of the Chief, Memphis, TN. You will serve as a senior lead Realty Specialist who personally performs the most complex and controversial acquisition related tasks throughout multiple geographic areas, including the states of Mississippi, Tennessee, Missouri, Illinois, Kentucky and Arkansas.
Duties
Conduct negotiations with landowners, legal representatives, agents and tenants for the acquisition of real estate pursuant to the regulations prescribed by the Secretary of the Army.
Participate as a district representative at conferences with other federal and state agencies, municipal authorities, civil organizations, and individuals for the purpose of advising on policies and procedures.
Inform all property owners displaced by a Federal or Federally-assisted project or program of their rights and benefits in accordance with applicable legal precedents.
Prepare a variety of reports concerning pertinent facts and circumstances developed during the period of negotiations.
Review applications for benefits in accordance with applicable laws, regulations, and policies for both federal and federally assisted projects or programs to determine the qualification of applicants.

- This is not a full-time, remote position. The duty station is Memphis, TN. There may be an opportunity to telework a portion of the work week.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience f which includes planning and completing special and complex real estate acquisition activities; negotiating agreements on the basis of appraised value; evaluating counteroffers in excess of appraised fair value; recommending rejection, acceptance, or referrals and acquisition by condemnation; preparing complete reports of negotiations and justification for transfer of cases from direct purchase to eminent domain; and attending public meetings to explain and support the acquisition program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
